In March this year a review of the costs for the LHC machine was started, which was completed by the end of August. This was a bottom-up review with each group concerned making a projection of the cost to completion of the project.
Figures presented were worryingly high. In conjunction, the responses from industries to the calls for tender for essential machine components, especially the superconducting magnet assembly, were also higher than originally anticipated.
A summary of this situation was presented to the Finance Committee last week and then to the Committee of Council. After the meetings a summary was prepared by the chairman of Committee of Council which I reprint below.
CHAIRMAN'S SUMMARY
In the 248th Meeting of the Committee of Council, the Director-General presented a preliminary estimate of the cost to completion of the LHC Project, approved in 1994 and scheduled for commissioning and operation in 2006.
Repeating that the project is well advanced and technically sound, the figures presented, still under evaluation, let expect a final cost of the LHC project some 20% higher than the original budget established in 1996. The Committee of Council asked the Director-General to present at a special session of the Finance Committee in November a more comprehensive report on the cost of the LHC Project and to prepare scenarios, including financial and organisational measures, to contain costs within affordable conditions.
Our Laboratory will pass through a period of austerity as part of these costs will have to be absorbed by the general materials budget. However, the project is on a very sound technical basis and I am totally confident that we will succeed in completing the construction and commissioning of this unique piece of scientific equipment.
A serious discussion with Division and Group Leaders is in progress to define a plan for the general activities of the Laboratory and the completion of LHC. Tighter monitoring and control of spending is being put in place.
By calling on the skills, creativity and commitment of all staff, I am convinced that the plan which we will devise together and with our Member States will confirm a sound and affordable scenario for the final completion of the LHC project.
I would like to invite all staff to a brief meeting in the main auditorium on Monday 1 October at 14.30 where I will summarize the situation for you. This talk will be retransmitted to the main auditoria on site.

En mars dernier, un examen des coûts de la machine LHC a été commencé, il est arrivé à sa conclusion en août. C'était un examen complet avec chaque groupe concerné pour établir une projection du coût du projet jusqu'à son achèvement.
Les chiffres présentés atteignaient un niveau préoccupant. Parallèlement, les réponses des industries aux appels d'offres pour des éléments essentiels de la machine, en particulier le montage des aimants supraconducteurs, se situaient, elles aussi, à un niveau supérieur aux prévisions initiales.
Un résumé de la situation a été présenté la semaine dernière au Comité des finances, puis au Comité du Conseil. Après les réunions, un résumé a été préparé par le Président du Comité du Conseil, résumé que j'ai reproduit ci-dessous.
RESUME PAR LE PRESIDENT
A la 248e réunion du Comité du Conseil, le Directeur général a présenté une estimation préliminaire du coût, jusqu'à son achèvement, du projet LHC approuvé en 1994 et dont la mise en service et la première exploitation sont prévues en 2006.
Etant précisé à nouveau que le projet est bien avancé et techniquement solide, les chiffres présentés, encore en évaluation, laissent prévoir un coût final du projet LHC supérieur d'environ 20% au budget initial établi en 1996. Le Comité du Conseil a demandé au Directeur général de présenter, lors d'une réunion spéciale du Comité des finances en novembre, un rapport plus complet sur le coût du projet LHC et de préparer des scénarios, incluant des mesures financières et d'organisation, pour maintenir les coûts dans des conditions acceptables.
Notre Laboratoire traversera une période d'austérité, compte tenu qu'une partie de ces coûts devra être absorbée par le budget général des matériaux. Mais le projet repose sur des bases techniques très saines et je suis entièrement convaincu que nous réussirons à mener à bien la construction et la mise en service de cet outil scientifique exceptionnel.
Une discussion profonde avec les chefs des Divisions et des Groupes est en cours afin de définir un plan pour les activités générales du Laboratoire et pour l'achèvement, avec les Etats membres, du LHC. La mise en place d'un contrôle plus restreint des dépenses est en cours.
En faisant appel à la compétence, à la créativité et à l'engagement de tout le personnel, je suis convaincu que le plan que nous allons imaginer ensemble permettra de confirmer un scénario acceptable et abordable pour l'achèvement complet du projet LHC.
Je voudrais inviter tous les membres du personnel à une brève réunion dans l'amphithéâtre principal le lundi 1er octobre à 14h30 où je résumerai la situation pour vous. Ma présentation sera retransmise aux autres amphithéâtres du site.
