Improving the Rucio CLI experience with Rich

Description

This report covers my contribution to the Rucio project over the period I stayed at CERN. Rucio is an open-source, exabyte-scale, distributed data management originally developed for the ATLAS experiment at the Large Hadron Collider, and has since been adopted by other scientific communities. The main objective of my work was to improve the usability, functionality, and visual appearance of the command-line interface, using the Rich library for beautiful text formatting and display. The enhancements focused on making the command outputs more structured and visually appealing to make the system more user friendly.
