New protocols for exascale data management with Rucio

Description
The aim of this report is to cover the work done during my placement at CERN as a Summer Student from June 21 to September 10. It is related to Rucio, a Distributed Data Management (DDM) system made by CERN which manages the experimental data produced by ATLAS and it is used worldwide by a lot of other organizations and institutes. In the following years the data that Rucio will have to deal with is going to increase in one magnitude when the High Luminosity-Large Hadron Collider (HL-LHC) upgrade has been finished.
