Design proposal for the LBNF APA trolley

Description
This design proposal details an alternative design for the LBNF trolley. The trolley will be used to transport APA panels along a DSS rail network within DUNE detector modules. This iteration has yielded a 'cryogenically testable' trolley and makes a reduction on the number of parts from the last iteration while keeping the manufacturing /assembly processes low in cost. Finite element simulations described the trolley to experience acceptable stress and deformation under the two loading conditions applied according to EN standards.
